The duty of distributing such money and refunding to the Treasury any balance unpaid attaches to the Head of Department who will be held personally responsible until he shall have returned the vouchers duly receipted by the persons entitled to receive the amounts disbursed and shall have refunded any undisbursed balance to the Treasury.'
